No way to tell from a picture if ball joints are good or bad .

However , you do have an axle seal issue .

Yep, can't tell the condition of the ball joints by looking at the picture.

Jack up the front tire, one inch or so, take a pry bar and place it under the tire and try to move the tire. If there's a lot of play you can feel it, if unsure ask someone to look if there's any play.
