Dodge 1995 2.5L - Fails NOx test

1995 Dodge Caravan 2.5L 4Cylinder
Fails NOX Emission Test in Texas second time even after installing brand new muffler and new catalytic converter? What else the problem I need to fix, please give me a hint. Thanks in advance.
