Power flows from the TIPM to the motor. The ground side of the motor flows through the blower motor resistor and then through the control head before it can reach ground. The control head sends a digital signal to the TIPM to provide power to the motor. So check the dark blue wire coming into the motor to see if it's getting power when you turn the blower on. If not, check at the TIPM on the dark blue wire. If still no power, then you have either a digital bus problem, a TIPM problem, or a control head problem.
If you do get power on the dark blue wire, check the blower motor resistor to see if you have continuity. Replace if there's none.
