[4th Gen : 01-07]: Front + Rear Washer Pumps Dont Work -- Fuse?

Question Front + Rear Washer Pumps Dont Work -- Fuse?

Vehicle: 2002 Dodge Caravan SE (3.3, V6)

The Front / Windshield Washer Pump AND the Rear Washer Pump aren't working; i hear no pump noise. The wiper blades for both front and rear are working fine.

I removed both pumps from the car and connected them to the 12v battery to test....BOTH pumps WORK fine.

I connected my multimeter to the electrical connector which attaches to the pump and noticed no current. I then opened the IPM Fuse Box (see image below for the layout of the fuse box). The area labeled FT/RR WSHR seems like the fuse which controls both washer pumps. Oddly there is a cotter pin in there (see image below)! Huh? I removed the pin and when looking within the hole i see no metal connection. Perhaps it is buried in there out of sight.

My questions:

1. Is this the correct fuse for both the front and rear washer pumps or am i looking in the wrong area? I do recall someone mentioning another fuse area infront of the IPM fuse box within a metal container?

2. The location where the cotter pin was i noticed there was no usual female connectors (which hold onto fuses). To me it seems there is no connection in this hole. How can i test this? Is there a way to open the flooring of the IPM fuse box so i can get access to this area to locate the connection?

The previous owner told us the problem was just the pumps needed replacing so i have to assume they used to work but now im wondering.

Well, from the cover diagram, that is the fuse for the front and rear washer pump. Maybe being jumpered with a cotter pin pushed the connectors down into the hole too far, ort they burnt up.

Question

Ok i got the pumps working by simply jiggling the cotter pin. How annoying. And yes, it stopped working after a few mins; apparently the pin shifted the nanometer out of alignment. Nice. I was able to pull out the pin to demonstrate the pumped stop working then reinsert it to show it started working again.

Now that we know that fuse socket is the culprit, how do i go about properly attaching the cotter pin or even replacing the socket so that it can properly seat a normal fuse? Can the IPM floor be removed and the socket easily accessed and replaced?

That I do not know. I do know substituting a fuse with a cotter pin is not a good idea.
