headlights only work on beam

96 Dodge Grand Caravan - headlights only work when the beam lights are engaged. any quick fixes?

I have a similar problem. I have no low beam on either light - just high beams. Side marker (parking) lights work fine. Any ideas? Where is the fuse or relay?
