Loud when driving, catalytic converter?

Loud when driving, catalytic converter?
I have a 98 dodge stratus, 4 door, 4 cylinder.
I took it to a mechanic because it was getting really loud at about 30mph 40-47mph and above 50mph. They replaced the part in the first picture below and it did make it a little quieter however the car is still very loud. I took a picture of the catalytic converter and wanted to know if what I am seeing is normal or a rather large hole which means it needs to be replaced.
If its not the catalytic converter, have any ideas why it would be so loud? With the new part it is rather quiet when idling, up to 30mph and around 35-40mph, still loud at the mph above. The sound is not influenced by rpm but speed only.
