a couple of days ago my car decided it did not want to start anymore. It had been running fine all day then later on i went to start it and it wouldn't go. The car has power but as soon as the key is turned the starter wont engage, there is just a clicking noise somewhere from within the dash near the radio. The car has a brand new battery. The relays all appear to be working as the fuel pump comes on and the starter works when power is applied to it. The worst part is the only code that pops up from the CEL is 55.

I don't show a code 55 are you sure on that # , it skips that number put it's in the electrical area ...
Have you tried jumping the car ??? It has a new battery but it could be low on juice or bad cell ...

I located the clicking noise. It is from a relay behind the Radio that is in a rubber holder. It clicks as soon as the key is turned to "start". What does this relay control?
