Default RE: Headlight replacement

I replaced the Sylvania Xtravision bulbs that were in my 98 avenger sport with GE Nighthawk's which seem slightly brighter but are still really dim. Only the reflections off of the road markers are noticeable when streetlights or cars are around me, when I am in a pitch black area I can see the path of my beams. The biggest problem however is that when I am driving on the highway some sections are newer than others and seem to absorb rather than reflect what little light my low beams provide and I have to turn on my high beams which seem to be equivalent to other car's low beams. I have read that it might be a faulty ground turning the headlight to a series rather than parallel but I have no idea how to fix that. I'm not looking for HID illumination, just enough to see where I am going and any suggestions would help as it is a safety concern.

Oh and it wouldn't hurt to take a look at the pdf: slicedbread@gmail.com
