You won't need cams right off the bat but they are useful if you've got a big turbo. Cam gears are more useful IMO, because you can get the most out of the stock cams before you upgrade. The real question is, how big of a turbo will you get? How high do you plan on revving? That relates to the lifters. If you keep to stock rev limits, you won't float the valves.
If you want to go all out and as Bryan stated, if money wasn't an issue, get it all now, so you won't have to later. Just don't go with a small turbo, start with a 50 trim and you'll be happy.
If you go small, like a EVO316G type, just build the bottom end.
For FWD, I suggest big though, or you'll just burn through the gears before you get traction from a stop, but then you won't have enough umph up top.
So the simple answer would be a "no". You won't need the cams...that's just my .02.
