Engine keeps cutting off NEED HELP!!

I have a 1996 Dodge Avenger. The car will start, but it keeps cutting off when I stop for a stoplight, etc.It seems to run fine--when it's running--but just keeps cutting off. I've been told it may be the idle relay (or control) valve. How do I test this to determine if this is the problem before I buy one? Also, where is the idle control valve located? Is it easy to change? I am somewhat mechanically savy. NEED HELP
