Default engine drain block?

hi,
I have a 96 v8 dakota. I was wondering, when I remove the t-stat and the t-stat housing. Should there be any coolant on the engine block? Can I pour coolant in there. On mine it apears to be empty. I took a flexible suction straw and kinda snaked in the block about 5 inches and didn't see any sign of liquid at all.. is this normal?

thank you in advance,
Sean

on my 01 5.2/318 there are block drain pipe plugs located on each side, sort of hiding around the engine mounts. one came out pretty easy. the other was rusted in bad, rounded off, but came out with vise grips clamped down on it. there is a LOT of coolant in the block. when i put them back in i used some liquid teflon sealer and just barely snugged them in.

thanks Crazy4x4RT...
yeah I did empty the radiator..
So it should be ok if I pour some coolant in there to flush it out right
thanks,
Sean
