Default 96' 3.9 Wont idle no matter what I do..

Hey,
I have a 96 5speed, 2-wheel drive 3.9L Magnum. I am now completly out of ideas why my truck wont Idle.Runs great all around except is just will not idle. Here is a list of new parts I have installed just to try to get it to idle:
-Cap
-rotor
-plugs (Autolite 3923)
-plug wires
-coil
-air cleaner
-IAC motor
-TPS
-all new vacuum lines
-o2 sensors (up and downstream)
-idle and tension pullys (they were bad anyway)
-pulled the throttle body and cleaned the mess out of it

It is acting like it is not getting enough gas when trying to idle, yet it cannot be the fuel pump as this would show problems at high RPM as well. Only thing that I can think of is that I might have some bad gas, I am just about on empty and I have noticed when I start getting very low on gas this happens more. I also changed the oil and filter today and noticed I had some water in the oil..weird. The check engine light is also NOT on. It is just strange to me that is runs great when I am driving untill I pull it out of gear, like at a stop light and the truck just dies. Anyone have any other ideas as to what could be wrong? I am going to go fill up here in a little bit and buy some fuel system cleaner to see if that helps at all.

Technically you don't want to go much under 1/4 of a tank due to how much harder the fuel pump has to work to suck the gas through. You're probably over doing the pump and it's not liking it too much.

It's possible the fuel pump could be on the way out...

Default Update

Well I finally got it to idle. What I did was back out the throttle plate screw a few notches till it just barely idled, and then I seafoamed it and let it sit about 30 mins before restarting it and flogged it a bit to push all the crap out. Idle went up a bunch so backed the throttle plate screw back down and now all seems ok. Even being low on gas (although I will make sure I keep it above a 1/4 thank now...thanks for the advice OneBadKota). Plus the idle is WAY smoother and I seem to have a good bit more power now. Fun part was watching all the mess go flying out of the exhaust. I def. will vouch for Seafoam now.

make sure you didnt clog your cat with all that crap i know i did that with some combustion camber cleaner..
