i'm not sure what you mean by a carb tool. i only ever used a drill bit (choke), small ruler (float), and rock and roll for the mixture.
make sure the first two are set, turn the mixture screw in until it misses (lean). turn it out (count the number of turns) until th engine starts to roll (rich). divide that number of turns by 1/2 and turn it back in by that amount. the mixture is set. each choke ( motocraft, rochester, carter, etc.) uses a different size drill bit for choke adjustment.
what ever you do don't drop the bit down the intake, it will ruin your day to say the least!
the float can soak up gas if the coating on it cracks or wears off. check it see if it has, or feels heavy before you do the above mixture adjustments.
