well if you pull off the whole front panel, by removing the torx screws (clearly visible throughout the dash) it shouldn't take much to pull off. From there the different housings are just screwed in by maybe 1 or two screws. I think the cigarette lighter was only one philips but im not sure. I had a problem with my lighter as well, it took me all of ten minutes to pull the front of the dash off, pullout the lighter, put it back in and it worked. It must just need to be pulled out and put back in so try that before you buy a new one.

1st remove the 8 screws holding the panel on then remove the 2 screws holding the lighter in place and check the connections and the fuse, then if it still doesnt work then i would use a meter to check fo power to the pos/gnd wires to the plug and if you have power than replace the plug, but if there isnt power than you will need to follow the wiring diagram and find out were you are losing power
mine didnt work in my 93 so i replaced it w/ a toggle switch for my neons and grill lights and all i had to do for the install to look good was use a peice of sheet aluminum and drill 1 1/2" hole and 2 holes for the factory lighter screws
