I found this for sale on craigslist. and this is what he said in the description.

Western unimount undercarriage for Dodge Dakota 1996, It is the truck side steel mount only.

Is this just the mount that bolts up to the front of the truck? What does he mean by SIDE steel mount?

It means that all he has for sale is the "truck side" of the plow mounting frame for the plow. Yes, its the vehicle portion of the plow mount which is permanently bolted to your truck.
The "plow side" will be attached to the plow.
