It will in theory will hurt performance and gas mileage. I do have mine off due to the 5.9 swap. But I do wish I had mine on. For the purpose of having the best gas mileage possible. The EGR stands for Exhaust Gas Recirculation. It recirculates unburned gases and send it back into the engine to burn it. So you will save on gas. If everything is working properly it is best to leave it. No performance will be gained by taking it off. It does not hurt performance in anyway.

doesn't it also lower the activation energy of the fuel/air mix in the cylinder requiring lower temperatures to combust?

What I was wondering, is if the computer requires the EGR for the engine to function properly in that It takes into account the EGR when controlling the mix and timing?

If your EGR works, you aren't gaining anything by removing it. Mine is only removed because I'm using a non EGR M1 intake manifold.
