I agree with the ASD relay. This problem has been popping up on this forum at least once a week recently. Check the power splice to the ASD relay and Fuel Pump relay and clean up the connection. The write up on it is in FAQs.

What do i gotta do to get to the connections are you talkin inside the fuse box under the hood because i read somewhere about there wires spliced together but didnt see them its drivin me crazy cuz it did it yesterday then started and drove fine then i came outside to do somethin and it wouldnt start then i just got back and it cranked fine. I just think it is weired because i can tell when its not gonna start because when i turned the key the check engine light just doesnt cycle at all. Thanks for the help though guys.

I think the splice they're talking about is the one underneath the PDC under the hood. The are a few bolts that hold the PDC onto the fender. Unbolt it and lift it up. You will see a thick bundle of wires that run below it. There is where you will find the infamous splice that goes bad. You may have to remove some of the tape that bundles the wires but it's there, and for gods sake please be sure that the battery is disconnected before you start this venture. Hope this picture helps, this is what I found when my '95 wouldn't start.
