From Allpar.com
Minor cosmetic and feature changes were made for 1995, including a standard rear step bumper and aero headlights on some models. Power steering became standard; and fleet buyers could get natural gas versions of the V8 on some models. Manual transmissions had to have a clutch-starter interlock.

I asked someone at the dealership and they didn't know anything about it. So maybe it wasnt equiped with one. will it pass the safety if it can start in gear?

Your truck cannot be failed in inspection for anything it did not come with from the factory.

It's mentioned in the 92 FSM I have, I don't know if 91 is the same but it looks like it's in the yellow wire coming out of the steering column.

while reading through the owners manual i found this warning
- "if the transmission is in any driving gear and the clutch pedal is not fully depressed, the vehicle will lurch foreward or rearward when the starter is engaged"

So this sounds like it is not equiped with a clutch safety switch
