The pump runs on 12.6 volts just like everythin else. It is possible you tested the wrong wires.
The wiring diagrams and full service manual are in the FAQ in this section.

FYI, the hot and ground at the fuel pump plug are, solid black-ground, green w/black stripe-hot.

I still only have 8 volts across the black and green/black though.
