Yes most likely a splice. The power splice just below the relay box is the usual culprit. That power splice supplies power to the ASD relay and Fuel pump relay.

No spark? Check your crank sensor. It's a pain to reach...but not too bad if you have a 1/4 hex driver on 6-8 in extenstion ratchet. These seem to be troublesome. Also, check the coil pick up inside your distributor. The connectors for each of these little pests are a little difficult to pop apart/snap together.

The crankshaft position sensor is a good idea, but it doesn't explain the lack of power to the two relays. The computer turns the relays on by providing them with a ground whenever the key is in the "on" position. This allows the pump to run and supplies power to the ignition coil. The computer also holds the ground for the ignition coil until the crankshaft position sensor tells it to unground the coil, which the coil then gets grounded through a spark plug. Thats where the crankshaft position sensor comes into play. If power isn't even getting to the relays, its not a CPS problem. Now, with that being said, if I'm misunderstanding the problem, and power is getting to the relay and then to the coil, then I would definately bet on that crankshaft position sensor!

Did you check the 30 amp fuse in Cavity D of the PDC that supplies power to that splice?

There is also always the chance that the computer is dead as it supplies the ground for those two relays.
