fuse problem

i have a 1992 dodge dakota.i rinse my engine bay lightly and i went to crank it i have nothing,not turning over at all,i check fuses i keep blowling fuse number 9 and i dont have a cover to tell me.anyone help me out

Sounds like the water is shorting out the wires. Number 6 is for the horn, tach. Check the FAQ in this section for the diagrams of the fuses. And wiring diagrams in the service manuals.
