Come on... we've been over this! Lol. (Unless you mean, the Dakota's 1997 and after, in which case, they don't have them)
My 1996 had one of those damper (as the parts list calls it). It's listed as being on trucks with automatic transmissions.
I never reinstalled it on my replacement transfer case, and notice no difference.
So I have no idea what the actual purpose was... theory behind it. I can't see Chrysler putting something that size, and cost (replacements are $239 from the dealer) for no reason at all.

As for the bug deflector, ya it looks best without it. I took mine off once I got the push bar.
And for 1stKota4x4 that will look nice. Line it up and see how close it will bolt up. If you can do a good write up on it. It would be good for others to know how to fit a 2nd Gen grill guard on a 1st Gen.
