things might be broken
I have a problem that I need to fix I believe my 5 speed tranny is just sitting on my transmission bracket and not tied down to it because in 4wd it will jump and hit the top of the transmission tunnel if need even a little bit of torque to get out of a rut what am I going to have to fix, replace, or weld to prevent it from doing that any more
as a side note Im wanting to build some traction bars for the rear any tips on doing that as well

the transmission mount might be broken. what i do to test them it put a floor jack underneath the transmission and jack it up. if the transmission separates from the crossmember then its a broken mount.
Here is a pic from the service manual. It is under the Ax15 transmission which is a v6 and 4cly transmission. I don't know what engine you have. And I don't know if the V8's with the NV3500 use this setup. 95 318SLT will know!
From the Picture it would look like only the small bushings (Cushions) are replaceable. You may be missing them or even a bolt.

it actually looks like the rubber ripped off the steel
I agree, it looks like your're missing the whole rubber block. Since I'm half way through building my custom transmission crossmember, it's not on right now so I went out an took a couple pics of what it should look like.
These are the 3 parts of the mount...
Part A is the piece that bolts to the crossmember
Part B is a rod that holds part A in place
Part C is the rubber isolator that also keeps part A in place while keeping the road shock away from transmission.
You're missing part C, but you're going to have to replace the entire mount.
