Default headlights

someone put a new bumper on my 97 dakota and now my lights are aiming high
i tried to adjust them i turned counter clockwise and no diffrerance i would think going clockwise point them up any ideas our were they put back wrong when they put the bumper back wrong.

Sounds like it is binding on something.

All bumpers have minute adjustments. I have spaced the adjustment points with washers in the past, if panel adjustment didn't help. Sometimes 1/2".
