Default Code 37

In my Haines manual it says a code 37 is-- Part throttle unlock solenoid driver circuit (auto trans only). Now most of these codes i can understand but this ones got me stumped. If anyone can explain this one to me i would be very greatful. I do have a auto trans.

Since i'm not having a problem with my park/neutral switch i'm assuming its my torque converter clutch solenoid. Can you tell me if that is located on the outside or inside of the trans? My Haines manual only gives me the most basic info on the trans.
