Default 95 Dakota 2.5 feels very sluggish

I have a 95 with the 2.5cyl. It seems to be very sluggish, on the highway in 5th it wont accelerate at all. In fact if i am going up a hill it will slow down even with my foot to the floor. I changed the spark plugs but didn't help. Along with that when i let off the gas the engine hesitates at its current rpm before returning to idle. Where should i start going about fixing these problems? Thank you in advance

You might have either your brakes binding or a clogged exhaust system. To narrow down what exactly is the problem try jacking up one wheel at a time and see if it spins freely (make sure you block the wheels that are still on the ground; also when checking the rear axle, put the transmission in neutral). To check for a clogged exhaust, get a vacuum gauge and check it as the engine is running. It should read at about 15-17 inHg. Rev the engine up and if the needles drops steadily, your exhaust is restricted hope this helps.

I don't think the brakes are binding. It doesn't decelerate at a abnormal pace in neutral. It feels like something is restricting the engine so ill check out the exhaust
