Hood latch cable frozen?

Question Hood latch cable frozen?

I have a 1991 Dakota; I hadn’t driven it in about a month. Went out to start it and the battery was dead, reached down to pop the hood and the hood release was solid, I tried many times to get it to release but it won’t budge!
Did the cable freeze inside of the sleeve or is the cable being pinched somewhere?

Is there a secondary way to release the hood?

If the cable shroud is torn up then maybe water got in and froze it up. Most likely it is rusted up. As for a way to get in, tare out the inner fender well and try to find the cable, cut it open and try to pull on the cable.
