Default Getting code 17*

I have a 1994 Dodge Dakota 3.9L v6 Im getting code 17*Closed loop temp not reached or engine cold too long. What do I do to fix this? Also getting very bad MPG Any ideas now to improve this?

Change the thermostat, its stuck open or there isn't one.

Or a bad temp sensor.

I already changed thermostat. I will try Temp. sensor next. Is that the same as the temp sending unit? And where is it located on the 3.9L motor?
