Yea that bar does sit on the truck at the perfect level.
Can yea show us a picture of how you've got it attached to your truck?

 

heres how i did it. the bumper flanges were vertical so i took angle iron from the outer bumper brackets or whatever those are called, to drop it down. first one went flush to the bumper bracket making the new mount horizontal, then bolted another bit of angle iron to that piece ultimately dropping it to the right location and maintaining a vertical mounting flange.
