Does the hissing sound change when the brakes are applied? Try undoing the vacuum line on the brake booster. Plug the line and then start the engine. Does the hissing continue? If not, I would bet money on a internal leak on the booster.
This is my guess, too. Use a piece of vacuum hose as a stethoscope and listen around where the pushrod goes through the firewall into the brake booster. If it's leaking there, you'll hear it clearly.
