Im sure you have checked the fuses as well, but, I just had the some problem with my 94 dakota and it ended up being the main bulk head connection on the drivers side firewall, below the master cylinder/brake booster. It just unbolts, and unplugs, it takes a 5/16" socket. Mine was corroded and one of the wires was actually broken off the terminal. None of my lights worked, once i resoldered the wire back and cleaned all the terminals everything works like new. Here is a picture, hope this helps. I also bought some dielectric grease and added to the connector to help keep the corrosion away.

That's exactly what happened to my 94 Dakota, That terminal just broke off from corrosion when I pulled the connector. I went through a couple of fuses in the relay/fuse box under the hood. It was the 50 amp red fuse labeled headlight switch with the letter G.

yeah, i have checked all fuses and i did check the main bulk head. I drove it around yesterday for about 30-40 miles. I noticed if i rode the brakes for a bit the abs light would go off but as soon as you pull out the head light switch the light comes back on.
Headlights, running lights, brake lights do not work. Brake lights work if the abs light is off. Turn signal, hazard flasher work. Its driven me crazy

Still sounds like a short to me. I would recheck all the wires under the dash, including the bulkhead connector, i thought mine was ok to until i started tugging on the wires. You could also pull the instrument cluster out also, and check behind it for bare wires ect..., Im still willing to bet its in the bulkhead somewhere. If your brakes work fine and your brake fluid is full, then its all electrical......Wiring is a pain in the butt. It took me several months to figure out why my lights were not working.
