My 95 dodge dakota 3.9 2wd is stuck at 2000rpm.
At cold and at hot.
It is throwing a code 25. (AIS)
The IAC is stuck open!!!
The PCM is not telling the IAC plunger to move forward and close this port.
I have replaced the IAC.
I have checked ALL lines for vacuum leaks.
I am 95% sure this is the PCM gone bad. I am decent with low voltage electrical wiring. I know there is continuity and the same resistance (1.7ohms) on all 4 wires end to end. (PCM connector to IAC connector)
I have not tested this circuit while running.
Is there some sort of voltage backplugging test I should be doing?

I've pulled the PCM connector and tested resistance from the pcm connector to the IAC connector on each of the 4 wires at 1.7-1.8ohms. The link says it just has to be under 5.
This wiring is really straight shot, no splices or connections. 4 wires going directly from the IAC to the PCM.
Could this possibly be a bad thermostat? I wouldnt think so with the code 25 throwing over and over, iac connected/disconnected, and after disconnecting/reconnecting the battery. I can't get this code to go away!! I can't get anything under 2000rpm idle with the IAC stuck open. The computer should close this!
ANY HELP IS GREATLY APPRECIATED! I only need it for short trips in town but it is still needed quickly.
