Default Rear Brake problem/question?

Hi all About 3 months ago a buddy and I swapped out my rear axle that all went well, about a 2 weeks ago I was checking things over to get it inspected. I bleed the brakes no problem with that I noticed thanks to the snow that the front brakes work very well and the rear brakes work.... but not as well as they should. I jacked the rearend up and held in the brakes and I can just barley move the wheel with the brakes on I tried adjusting them and they dont seem to get any better and the pads look brand new any Ideas I should try next. The emergency Brake seems to work ok

P.S. It did pass Inspection at least for another year

I usually adjust the brakes with the drum off until i cannot get the drum on and then back the adjuster off until the drum goes on easily. If the brakes still do not stop well, you may have a frozen wheel cylinder.
