DDM Tuning (amongst other places!) sell 9004 projectors and HID kits to fit. You can also buy a complete set - http://www.theretrofitsource.com is one source for retrofit supplies.
However, as mentioned earlier, you need clear non-fluted lenses FIRST, or you're just peeing into the wind. Might as well fix a dragging brake by supercharging the motor ... be better to fix the brake FIRST, and then if you want to, supercharge the motor! *grins*
