Arrow Inconsistent Injector Pulse?? Please Help!

I have been trying to diagnose my no start issue after an extensive overhaul. I decided to test my injector cables with a test NOID light.

What I am not sure about is in the consistency of the light. I give it a good crank, and the light blinks very few times in my opinion. Or is this normal?

Check out the video I recorded below.

Please let me know your opinions guys. Thanks

I had to overhaul it because the previous owner never changed the oil and there was very thick walls of oil gunk everywhere inside the engine. We tried to scrape some off, but it ultimately blocked the oil passageways and had to take the whole thing down.

Its got new piston rings, bearings, lifters, gaskets, plugs, timing chain and tensioner, fuel pump, crank sensor, oil pressure sensor, and the whole ignition system is new (coil, plugs, cables, distributor, rotor).

Its a 3.9L V6 Magnum.
