Horn won't stop/airbag light, -already changed out the clock spring. What next?

Default Horn won't stop/airbag light, -already changed out the clock spring. What next?

I removed the fuse and relay for the horn, and I put in a brand new clock spring but nothing changed.... I was thinking that the horn won't stop because contact is being maintained due to the foam underneith being 20 years old .. is there anyway I can remove the cover from the airbag itself and check the contact where you press on the horn? I did that years ago on a Plymouth Horizon but it did not have an airbag

Wait.

You removed the relay AND the fuse, and it's STILL honking? Or blowing?

Or does pulling either cause it to stop?

What year is your Dakota? The clock spring wiring is one of the things that altered somewhat over the later 1st Gens; earlier 1st Gens didn't even HAVE a clock spring!

No the horn stopped when I removed the relay and the fuse...

It's a 1998 Dakota SLT V6 Magnum with infinity speakers if that makes any difference... They don't work either if you have any help for that also...
