It is.

There are 2BBL/4BBL adapters.

Of course, ideally, he'll return that Magnum and get a LA motor.

Secondly, use that intake, upgrade to a good 4BBL carb, upgrade to a stand alone ignition system, and run the carbed crap out of it.

Thirdly, use that intake, use one of the stealth EFI systems, and run a good modern-engineered TBI/EFI system. May still need the stand alone ignition system.

But ideally, return the Magnum and buy a LA.

Don't need to test for emissions if the vehicle is from 95 or older (take that California) so unless you just want to be nice to the earth I wouldn't worry about emissions testing
