Default 96 dakota e-brake cable tightening???

I've got the typical things wrong with my 96 Dakota(v6 sport, manual), I mean I love this truck, but of course the heater has gone out, the radio shorts out, and there's some trouble with the four-wheel drive, but HIGHEST priority now is my foot pedal e-brake which still ratchets but no longer holds ANYTHING!! Wasn't bad before, a friend tightened the e-brake cables a few years ago and that's about the only trouble I've ever had from them, but I was gone for a few months this winter and my dad had new tires put on it and now NO EBRAKE!!! I know where the cable lines are on the driver and passenger side I just need to know what exactly we need to do take me back down if that's the problem!! **FYI** NOVICE MECHANIC HERE!!! I KNOW TOOLS JUST DON'T HAVE THE EXPERIENCE SO TELL ME LIKE I'M DUMB!! THX

Step 0 - Grab the factory service manual PDF from the link in the FAQ.

Step 1 - Read on how the rear brakes work, and how the parking brake works.

Step 2 - Properly adjust the rear brakes.

Step 3 - THEN adjust the E-brake.
