Default Throttle Kicker Solenoid/Actuator

1991 Dodge Dakota, Chrysler 318 TBI engine (5.2 V8)

Starts fine, after engine gets slightly warm the throttle kicker solenoid wants to stay pushed out, kind of weird-like though.

When I'm driving I can feel it staying steady at about 1050 rpm, refusing to let me slow down, but when I throw it in Neutral or Park, it revs up to about 2000 rpm.

In both instances I can give the gas pedal a small kick and it will return to normal, sometimes for 50 minutes sometimes for 5.

When I'm driving and its keeping me at 60kmph (35mph??) With strong idle, and I kick it down, it drops a gear and then slows down. Thanks in advance yall! Really excited to hear your feedback.

Have you run through the adjustment procedure?

Also, how are your vacuum lines?

Do you have the proper spring setup on it? Might need a stronger throttle return spring.

ALSO.

If you're going to work on your truck, obtain the factory service manual ( used paper on eBay, new disc or paper from Bishko Books - disc is like $40 at Bishko - Bishko Automobile Liturature available for 1991, Dodgetruck, All Categories (autobooksbishko.com) ) and will have the how-to's and the drawings to make your life easier when working on it.

I've quadruple checked all my vacuum lines, to no avail. And my throttle return spring I never removed when I took the throttle linkage apart to remove the intake manifold. It still feels strong though. I'll post a picture of my set up.

I've read some places that the ISC Actuator can get really dirty inside and need cleaned and greased, but it doesnt always stay pushed out, it's just sometimes, never on start only after I've driven for a bit, and I can always give my pedal a kick and it will stop...

No I haven't gone through the adjustments procedure, for a couple reasons I suppose... I never adjusted the screw when I took the linkage apart, I was careful not too, and it idles perfectly fine when it's not acting up... should I readjust it just incase?
Do you need/want a picture of the actual throttle return spring? I realize now that's just the kickdown linkage springs
