What do you mean by it doesn't work? The lights won't come on or they won't change from low to high beam? You have two switches in the circuit. Do your turn signals work properly? It's been a while since I worked on one of these but I can tell you the stem needs to come out. If you look at the 4th picture in the ad you linked, there is a little button on a spring Push that button in and the stem will pull straight out. I think there is a ring that holds the assembly in place and you unscrew it, then unplug the wiring connector.
Now, often the headlight switch itself will be good but the Smart switch might fail. That is your turn signal switch combined with the high beam switch. Since you don't have air bags, it's fairly simple. You remvoe the upper and lower plastic column cover off the steering wheel. The switch is on the side and unbolts with 3 or 4 screws. You lift it off the side and unplug.
thank you sir, I was wondering how to get at it. yes it is the turn signal and high low beam switch. but the switch i showed you is not the one you said. I guess ill have to look farther to find one.
What you need is this puppy.

The cover comes off the steering column. This particular item is a bit high. I'm sure you can find one, either on Amazon of Ebay cheaper. The headlight switch itself is on the dash. The multifunction switch gets a lot of more use so it wears more. Since you don't have to worry about an air bag going off, it's a fairly straight forward job. Head over to the UofY (youtube) and look up a video on it. I do that myself on things I haven't done in a while.
