Default 93 dakota issues

I have a few concerns with my 93 dokota and I was wondering if anyone has any suggestions. It has a V6 and rear wheel drive.

I got this truck from my grandfather, and about 4 months ago he had the transmission rebuilt. I've noticed that it sometimes doesn't shift untill high RPMs and sometimes when I stop at a light or stop sign it takes off in 2nd gear. I drove to work, parked on level ground and checked the tranny fluid and it is high. I was wondering if this could be causing the shifting to be off and if there is a way for me drain some of the fluid without compromising the gasket on the pan.

Another thing I have noticed is my battery gauge has a scale of 8 to 18. It used to point to about 12. Over the past few weeks it has been slowly moving more toward the 18, and looks like it is around 16 now. Is this something that could indicate battery or altenator problems or do I just have an overactive imagination? I'm on a tight budget so I'm trying to fix problems before equipment is damaged. Any suggestions would be greatly appreciated.

Transmission - You can get the fluid out by just sticking a clean tube down the dipstick tube (which, of course, is also where you pour fluid into if it needs some added). When the tube is "in", just put your thumb on the end of the tube, and pull the tube out. Or, you can siphon the fluid out. Remember to check fluid on level ground with the fluid warm (as you did) and the transmission in neutral (after shifting it thru every gear) and the engine running.
*When you say, "doesn't shift until high RPM's" is that when your giving it some decent/good amount of gas, or grandma-ing it? Because if your giving it some gas, thats how they work, unless it shifts hard or slips.*

Voltage - You should be OK. With the motor running, voltage should be more than 12 volts. You can always test voltage with a voltmeter (or multi-meter). Check battery voltage with the engine off (straight battery voltage) which should be around 12.5volts, and than with the engine running (somewheres around 14-15volts I think).

From my own expieriences, I learned that 13.5 volts after you start the vehicle, measuring at the battery was good.
