Default radiator cap

changed the thermostat yesterday and now get heat in the cab. noticed that the hose felt soft when up to temp, shouldnt their be pressure when the engines hot. cap says 16.5psi, maybe the caps not working. i know the hose should be replaced as its still origional but should there be pressure when hot and running with the cap on ? 1989 3.9
