Dash/Tach illumination issues

Default Dash/Tach illumination issues

95 Dak Sport standard cab/bed.

Behind the tach are 5 bulbs.

The upper most left bulb lights up fine.

The one under this doesn't light up at all.

The one just under, slightly right of this bulb light up when I turn the key to the on position and during cranking, then turns off. When it turns off I can hear a relay click under hood.

Next to the right is the small shift light bulb, works fine

Next right/up slightly is the parking brake light, works fine.

The 2 bulbs (1 turns off, other doesn't turn on at all) seem to just be there to illuminate the tach.

Before I pulled the dash apart, the numbers on the tach lit up fine, but the tach needle was very dark until the needle got above like 3k.

The only other thing I've noticed is that the key hole illumination (light ring) doesn't light up. Before anyone says check the bulbs, all bulbs in question were just replaced, and when swapping them to another location in the cluster they light up fine.

Any advice would be appreciated.
