Texas law sux
I was told by my local muffler shop yesterday that I can't true dual my 99 D. what's up with that? I was planning on shorty headers 2 cats and flowmasters. Not only that. With my tow hitch, There isn't enough room anyway. I ask about H piping it. He said I can't do that either.
After I left, I had thought about headers,a single high flow cat with 3inch pipe all the way.
My goal is not only sound, but rv pullingpower.
I did, however while I was there, have him put on an 18" glass pack. Sounds great, but does nothing for power gain I know.

In terms of duals, yes you can. You just need to find a better/different shop to run the pipes. The duals are dual AFTER the cat, not two cats and such. Also, care needs to be taken and some fabrication bending to run the drivers side pipe around the spare tire. Once done, the last key is to mirror the passengers side on the exit path/location of the tip. Again, doable... you just need to find a shop that will do it.

I live in Texas! No such law that I am aware of. Otherwise, every cowpoke driving a texas truck with modified dual exhaust would be pulled over and ticketed!
The only Texas Law I know of that is binding and enforced is that you cannot modify your exhaust in such a way where it will not meet Texas Emissions testing when you bring your vehicle in for its annual inspection. At least for the Texas metropolian areas that are required to have all vehicles tested for emissions.
If you want true duals with cats, mufflers, everything and want a OEM fit, GSM is the only manufacturer to make true duals to bolt on to your Durango with little or no modifications. It even comes with a X bar that is similar to your H pipe to equalize the pipes.

It sound like the shop didn't know what he was talking about. I went to a local hot rod shop and he suggested as ya'll have. Cut the cats out. No probs passing. I guess I'll trythat route.

It all depends on where you live. If you live in Arlington, I am sure that when you take your car in for inspection it must pass emissions testing. Any Metropolian area and its immediate surround rural areas are within the required emissions testing when you do your annual auto inspection sticker renewal.
I used to live in West Texas and over there, they do not require emissions testing. But living in DFW, emissions testing is required. Also, I found out that you cannot get a inspection sticker from outside your home address area as it may not meet its inspection standards. If you get caught doing this just to avoid emissions testing, they can fine you up to $200.
An Example:
If you live in Dallas - Fort Worth area. You go to west Texas to get an inspection sticker because west texas does not require emissions testing. In west texas, the inspection sticker only cost like $12-$15. Cannot remember the exact price. In DFW, it costs around $40. I already got snagged a couple of times from my older vehicles not passing emissions and needed to replace the catalytic converter.

You must remember that some of those holes in the wall shops can be a bad thing. Shops that are willing to violate enforced laws can get into alot of trouble and also put you at legal risks as well. At the same token, those shops cannot be reputable if they are willing to violate such laws that are clearly enforced.
I learn my lesson from taking my cars and trucks to such places. I rather pay the midas shop or other reputable places knowing that I will have quality work done and warranty backed up by them and not having to run into problems in the future legally.

Arlington does have emission test. I looked at a high flow cat yesterday. It looks restrictive. But I've never seen a stock one. I guess two high flows have to be better than one stock one. I changed my mind and will stay legal. Shorty headers, high flow cats with flomasters.As I originally stated, I'm looking for power. Cool sound is just a plus.
