I would say yes on the switch being the issue since it is working fine in one position. The other contacts must be worn. I'm not seeing how that could interfere with the cig lighter assuming that most electrical components aren't in series. Get back to us to let us know how the switch replacement goes and if you still have problems with the cig/accessory outlets.
