Yes it does.

Vendors who actual make the stuff were not paid. Others will not ship their goods until they get paid up front or risk also not getting paid. I was told this directly from the dealer. Some parts are on indefinite backorder and others already have February ETAs on those you can get.

If I were a vendor, I would do the same thing and fully understand their side of the issue.
