electric brake controller help needed

Default electric brake controller help needed

We have a 1999 Durango without the towing package and we are wiring it to tow a small horse trailer with a 7 point wiring harness. The trouble is the brake controller. We have it plugged into the interior of the vehicle, but there's no power to it. Can someone tell us if there's a fuse or something else that needs to be installed? Where and what kind of fuse too? Also, we know that the wiring that is there goes someplace after it leaves the interior of the durango. Where did dodge store all of that? Is it already at the back of the vehicle or is it under the floor mat? Those were suggestions from an RV dealer as to where to look, anyone got more specific instructions? Thanks!

Under the hood in the PDC (fuse box) is a 1 fuse in #12 slot and in #27 slot is a relay. Now did you input into the blue female harness by the E-brake?
