Default 4 Wheel Drive = No?

98 Dodge Durango . Ok when I put my shifter into 4WD Part Time it seems like its dragging my back tire. When I put the shifter into 4WD Low the car wont even budge, infact it takes a little while to get the shifter back up to the 2 Wheel drive infact If I don't turn off the car and try to put in park after noticing it will not move it gives me a bad sounding grinding noice. So I just turn it off and try to get the shifter back up to the two wheel drive and back up 20 feet and it moves again. Anyone know what the problem could be?

the shift linkage for the four wheel drive could be out of adjustment stopping it from getting all the way into either gear . . . thats all that i can think of, it should not be too hard to get to it and i believe that there is a bushing on the linkage that likes to wear and give you slop

Well the 4WD Part Time light comes on... but it makes a loud noice when backing up in 4WD part time. It moves forward just feels like E-Brake is on.
4WD Low there is no light at all and feels like E-Brake is completely on and vehical will not move no matter how much gas I give it.

Transfer case is binding and needs a rebuild.

Yes but I believe there oversized for the vehicle dont believe there stock.

in addition to this question, are they wearing evenly, and all the same brand (tires on a 4x4 need to be replaced in sets of 4)

yeah the back tires look a little more worn. all same brand though.

How hard is it to rebuild a transfer case? What kit would I need. I crawled under it and looked its a 231D-HD on a 98 durango. Or would i be better off just buying a new one. I was confused talking about slip yoaks and planitaries and crazy stuff like that, or would i jus be opening a can of worms on this one.

Just drop the case and take it in to have it rebuilt then re-install. This to me sounds like a problem with the internal components binding.

I was thinking about this, one last thing before you tear into the transfer case. Is this truck new to you? could the rear end have been swaped with a junkyard unit at some point? Just thinking you may have the wrong rear gear as a possibillity also.
