I just went out to look at my shocks, did you try maybe removing the top nut first, at least loosen it then go for the bottom bolt?

I do remember a special tool I used......PB Blaster a very liberal coating well several coatings for about 24-48 hours prior to the shock removal date. Available at Advance and AutoZone. My new Bilstein's came with new upper and lower bushings AND the upper nut. I do not recall them coming with the lower bolts so make sure you keep those until you verify if they are there.

What do you have to lose by trying the upper nut first, at least loosening them? The tires off do definitely give you more room to swing a wrench and or socket. PB BLASTER OR WD-40 is another good step.
