Question Mind Boggling

Ok 98 D with tow package. around 13-1500 RPMS going up a incline i get what sounds like im running over rumble strips on the road. but im not. if i let off the gas or give more gas it goes away. any ideas woud be great!
Two i have a current draw on the battery. If i let it sit in 16 hours the battery goes dead (enough that it wont crank just get click).
If i pull the IOD fuse i have no problem. can any body tell me what is all connected to this fuse. I know the Radio and Inter. Lights is their anything else im not aware of. the people i bought it off of said its the radio. but i wanna make sure before i drop money on a stereo for it.

and to all that read my NEWBE post sorry for the puctuation.

simple way to check the radio, pull it out and see if it still happens, if not then replace it, off the top of my head i cant think of anything else, but ill look into it after i get off work later

That fuse is a master system disconnect in a way for shipping. Most likely you need to find a amp meter but this will work:

You can place an un-powered test light between the negative post of the battery and the negative battery cable. If the light lights up, you have a draw. I made up long leads to reach inside the cabin so I could observe the light as I pulled fuses and disconnected things.

Pull the fuses 1 by 1 tell you find the issue or volt meter between the pos and neg as you pull each fuse and watch for a increase in voltage. Remember to look at the under hood light and pull the bulb and watch the glove box light as well and/or pull the bulb as well.


IOD FUSE

DESCRIPTION
All vehicles are equipped with an Ignition-Off
Draw (IOD) fuse (Fig. 3) that is disconnected within
the Junction Block (JB) when the vehicle is shipped
from the factory. Dealer personnel are to reconnect
the IOD fuse in the JB as part of the preparation
procedures performed just prior to new vehicle delivery.
The left end of the instrument panel cover has a
snap-fit fuse access panel that can be removed to provide
service access to the fuses in the JB. A finger
recess is molded into the access panel for easy
removal. An adhesive-backed fuse layout map is
secured to the instrument panel side of the access
panel to ensure proper fuse identification. The IOD
fuse is a 15 ampere mini blade-type fuse. The fuse is
secured within a black molded plastic fuse holder
and puller unit that serves both as a tool for disconnecting
and reconnecting the fuse in its JB cavity,
and as a fuse holder that conveniently stores the fuse
in the same JB cavity after it has been disconnected.
